December 17 – Lincoln Park, Illinois
— The Lincoln Park Trixie Society announced today a preliminary endorsement of a partial smoking ban in Chicago’s bars and restaurants. The Society’s tentative proposal would amend the Clean Indoor Air Ordinance to protect the health and safety of all Chicagoans.
“The Board of Directors and I have agreed that smoking is a critical issue for our members.” stated Abigail Kendrick-O’Rourke, Executive Director. “Young Trixies and Chads often spend a disproportionate amount of social time in Lincoln Park’s Irish pubs and taverns–guaranteeing their exposure to the dangers of second-hand smoke.”
“Smoking itself is a flagrantly filthy habit. But it also costs Trixies tens of millions of dollars each year,” claimed Ashley Munroe, the Society’s Communications Director. “Most outfits must be dry cleaned before they can be worn again. This forces a trixie to purchase new outfits while her current ones are out of commission. Excessive dry cleaning not only causes premature wear and tear on expensive apparel, but yields terrible environmental impacts as well. Second-hand smoke leads to second-hand toxic dry cleaning chemicals, vehicular emissions while clothes are dropped off and picked up, as well as wasted use of metal clothes hangers, which are inevitably thrown away and replaced with nicer wood Ikea hangers.”
Another important safety issue was brought to the Society’s attention by the DePaul University Police force. Second-hand smoke can reduce visual acuity among young barhoppers, thereby impairing people’s driving and pedestrian safety. “After I’ve been out on Lincoln Avenue, It’s often difficult to hail a cab to get home.” concurred Trixie in Training Greta Nicholson. “I can’t tell which cabs to hail since I can’t make out their dome lights.”
The LPTS’ partial smoking ban plan would be identical to Ald. Ed Burke’s (14th) proposal, except for the following revisions:
Sec. 1(a) – Winter Season Exemptions: smoking ban would not apply from November 1st – March 1st; nor during incidents of inclement weather which prevent patrons from comfortably smoking in exterior outdoor areas.
Sec. 1(c) – Beer Garden Exemption: smoking ban would not apply to outdoor drinking establishments, including but not limited to Wrigley Field, so long as the appropriate Beer Garden Licenses have been granted by the Local Liquor Control Commission.
Sec. 2(a) – Private Party Events – smoking ban would not apply to condo and key party events held on private property and attended by twenty (20) or fewer friends and patrons.
A final report and endorsement will be issued prior to the next City Council meeting, currently scheduled for January 7th, 2003.
